Pertinent to POEA Memorandum Circular No. 24, Series of 2021 or the Consolidated Guidelines in the Processing and Issuance of Overseas Employment Certificates (OECs) for Returning Workers (Balik-Manggagawa), may we reiterate that returning workers (both skilled and domestic workers) who are going back to the same employer and jobsite, and have successfully acquired an OEC exemption are not required to have their employment contract verified.

Item VIII of said Memorandum Circular states that returning workers who were able to secure an OEC exemption will see to it that their employment contract, whether POLO-verified or not, are always with them and readily available for evaluation by relevant government agencies if the need for it arises.
